At any point in the year, missions can identify staff who need on the job training and have clear objectives. Each mission is free to fund staff exchanges. Missions are requested to inform HR/SDL of these exchanges so that we can provide guidance to participants and evaluate the impact of their experience.  This type of exchange is considered an “independent Staff Exchange” and all the cost must be borne by the mission that employs the staff exchange participant.
