No, the cover letter is your first impression to potential recruiters. You may be competing against many qualified candidates. Take the time to tailor each cover letter (and CV), this includes doing the research to find out to who you should address the cover letter. Often times this would be the Head of Human Resources, Talent Management or Recruitment for an organization. If it is within IOM, you can also write “Dear colleague”.
