IOM Staff are encouraged to apply even if they have applied before. There is a limited number of licenses at a time, and more openings can be available in different launches. 

The selection panel is required to consider diversity, including geographical and gender balance. Hence, if a candidate was not able to enter in one round, this does not disqualify them for applying once more.
